Repairing tends to make sense when: the unit's under 8–10 years old, the fault is isolated to one part (element, valve, thermostat), and fixing it costs well under half the price of a new system.
Replacing tends to make sense when: the tank itself is corroded or leaking, the unit's past 10–12 years and racking up multiple faults, or it's an old inefficient model where a new one would genuinely cut your power bill.
